It will not. If anything, it may increase fuel consumption because a turbo forces more air into an engine, which is useless without more fuel to burn it with.

It can if you do it right. If you have a boost controller mounted in the cabin somewhere, then you can dial down the amount of boost. I made that sound too simple though, so let me go into it a little more.
A turbo, as I’m sure you know, is a method for cramming more air into the engine. For that to be effective, more fuel has to be crammed in also. What you need is a system that will dial back the amount of fuel as the turbo pressure is dialed back. The “run of the mill” systems will give you 3 settings… “Sport, economy, normal.” If you hit Sport, it dumps tons of fuel and tons of air into the motor. Economy will practically turn off the turbo, and set the fuel to stock. Normal will give you a good mix of both. I wish I could give you a good reference. Just know that it does cost, but not much if your car is already set up for turbo. Of course, there are the hardcore systems that racers use, which give you total control over the fuel-air mixture. Those are used for the die-hard racers though, as they need to get specific settings for altitude and whatnot. You’d be surprised at the type of things they worry about. “The closer you are to the equator, the less gravity there is” type of stuff. What YOU need though, is a simple setup that allows you to hit a button to set the fuel-air mix to a preprogrammed setting.
Think about the movie “Fast and the Furious.” When they lined up to race, they all turned on their computers and loaded up software and whatnot. That’s what you need, but not on a racer scale.
