I would recommend looking into a Kawasaki Ninja 250r. Great all around bike except at top speeds. It has decent power even for 250cc bike. They don’t cost a lot to buy new or used. Parts are easy to find and cheap. They are reliable and get 65mpg or more depending how you ride your bike. Of course, there are other brands… and I would recommend getting a Kawasaki Ninja 500r cause people tend to get tired of lower cc’s bikes.
Low CC = good gas mileage.
The brand – stay with major brand (honda, yamaha, etc.). And off brand means trouble with finding right parts (I know from experience).

I rode scooters for years and they are great on gas. Only problem with them is the transmission. The CVT is very tempermental and needs attension every couple thousand miles or they will start to flatspot the powerband and takeoffs. Which is aggrivating if you are pushed for time to disassemble and buy parts what could be monthly…
I really like my ninja 250r and it is getting 60+mpg after only 1000mi. which is barely broken in…
