Hybrids do NOT get the best mileage.
Tell me that every hybrid car gets nearly 48 mpg city and 55 on the highway. Not even a Prius can accomplish that.
The discontinued Honda Insight is the record holder as far as mass produced cars go and it is a hybrid. I don’t know how accurate the numbers are but wikipedia says 70mpg city and 61 highway.
A 92-95 Honda Civic VX Hatchback kills most of the hybrid competition though, it does get 48 mpg city and 55 highway.

Fuel efficiency rankings of 2008 cars, as established by the U.S. Environmental Protection Agency: http://www.fueleconomy.gov/feg/bestworst.shtml
If you don’t want a new car, the EPA also has a nifty search tool that lets you find the most fuel-efficient cars by year, size class, and mpg: http://www.fueleconomy.gov/feg/byMPG.htm
Hope this helps.
