No a Fuel cell is basically an aftermarket plastic gas tank. Mosty used for racing cause its lighter and can hold race fuels without it eating up the inside of the tank.
Your nomenclature of ‘fuel cell’ has two meanings. The way it is stated means a device that converts ‘fuel’ into electric energy to run a motor to the car wheels. Or a container that holds liquid fuel for a combustion engine. I’ll explain the electric fuel cell. It has a liquid (like hydrogen) that mixes with air to create electric energy to run either a DC or Ac motor. The other one is only an extra container that holds regular gasoline.
