Over inflating tires decreases traction which decreases wind resistance which saves on fuel BUT if you’re losing traction you’re not as safe especially when it’s raining. Air pressure has nothing to do with the amount of fuel used to power a car. If anything, he wants your tires to overfill and explode so you can’t drive.

If over inflating your tire would save gas, the tire manufacturer would market it.
I believe over inflation will give you less tread contact with the road, make your tire unable to tolerate proper load limits, and increase wear. One of the major components in tire production is oil. Going through more tires by over inflation is the wrong direction, especially if you are thinking economy (money in your pocket) and being green.
