If America Is Serious About Saving Fuel,why Are The Busiest City Streets Always Blocked By Long Trains?

Sometimes two or more lanes from both sides of the tracks are held up by long trains that seemed to slow down and some times stop for long periods,while dozens of cars are idling and going nowhere
