I have a scooter know idea what sized motor it has.. but any way it runs on a centrifugal clutch and i want to be able to save gas by drifting downhill with out going full throtle. Because as soon as you let off the gas it slows the scooter down…

put larger diameter tires on it, that will slow the engine down as you coast downhill, it will also give the bike a little more top speed

put in Neutral or hold in the clutch

I do not think you can. The wheels are direct driving the clutch to a speed higher than the clutch engagement speed and thus forcing the clutch shoes to engage. This is a convenience to enable you to idel without pushing in a clutch or shifting an expensive transmission into neutral. You’d need to buy a better scooter to do otherwise.
