In other words, am I saving gas by turning off the vehicle, when I’m only going to be out of the vehicle for a couple fo minutes…or am I waisting gas by re-starting the ingition over and over?

a few minutes is still pennies/ I’d be concerned about the battery. I don’t think it’s healthy to stop the car and re start.
An unnecessary carbon build up.
Just start it and leave it.
But risk theft !
On a newer car with fuel injection, about 2 seconds, if that.
You don’t really waste any on startup if the engine is warm.
