It doesn’t work… It is a fraud.

Splitting Hydrogen from water requires energy. In fact, exactly the same amount of energy that burning that hydrogen will return. In a perfectly efficient setup, you would exactly break even with this kind of contraption. Since there are no perfectly efficient devices in existence, this will actually result in a net loss.

If you really wanted to increase your fuel mileage by using water, there is actually a feasible method. It is plain ol’ water injection. Water injection effectively increase the octane rating of gasoline. This allows an engine to built with higher compression and more aggressive ignition curves. This would allow a (relatively slight) increase in efficiency.
