His background could be nearly anyone who can read. Most all of his information has been in the automotive world since at the late 1940s. It has been in nearly every newspaper, AAA motoring guide and fuel company advise brochures for years.
Al of this is pretty much common sense, though some of the ideas are becoming a bit long of tooth.
Manufacturers and engineers are designing modifications to cars so that the “Below” 40 MPH” and turn off the A/C are meeting some new ideas.
