Yes Its true. Just keep the windows rolled up and leave the ac on fan. because the car will pull in air while it is driving.

you do save gas by having a/c off. i get more miles a gallon when i do that. as far as a drag, sometimes with all four windows down is does plus it makes alot of noise. what i do is only put the passenger side windows down, not even all the way and the breeze hits the driver really nice. i drive like that every morning but if its hot, the hot air is uncomfortable so i put the ac on low.

On the highway in a modern vehicle having the AC on will rob less power then having the windows down. At slower speeds you will get better mileage with the windows down. You would be suprised at how much power the AC takes to work, usually somewhere in the neighborhood of 10% of your horsepower.

At high speeds, you it will actually cause you to use more gas because it does create more drag. In the city, keeping your window rolled down is a better way to drive.
If you are going fast…keep AC on! If you are driving at slow speeds, keep AC off and windows down.
