If I understood your question correctly, a turbocharger is basically used to fit more fuel in per combustion cycle. It does this by compressing the air, and therefore being able to add more fuel to the fuel/air mixture.
A turbo allows you to push more air into your cylinders – it is similar as having a bigger engine displacement. Without interfering in the engine management too much, fuel consumption should go down due to increased efficiency and a leaner mix.
Fuel economy can worsen, however, if you have a heavy foot – the engine will pump more fuel into the cylinders if more air is in them, so that you can actually have something from the seemingly bigger displacement.
