If by water you mean Hydrogren gas, then yes. You can rig it to run as a Hydrogen on demand hybrid. Speaking from my personal experience with the generator I now use and build, I have literally TRIPLED my gas mileage.
Don’t listen to these people shouting “scam” and telling you it can’t be done.
They haven’t tried it and aren’t speaking from experience!
(I can’t stand lazy people.. especially lazy people with strong opinions).

Did anyone bother to actually read this?

HHO is H20, which is still water.
If it broke out the hydrogen atoms and used that, then it would be hydrogen powered. This just looks like a hoax or a gimmicky website for something else.
And obviously, never, EVER just add water to your fuel. Your engine will thank you with a couple of valves through the hood.

That won’t work. Just water by itself has no energy density. Furthermore, it is not miscible with gasoline (petrol). In theory, this would actually waste energy in a reciprocating engine because the same amount of wasted work would be used in each cycle, but with less energy (work) output. This is a scam. Note they imply that this is patented, but do not cite a patent number,

I was just as skeptical about using water for gas in my car until I saw my neighbor working on it. He bought the books from the site you mentioned and he was doing it everyday after work.
Looks like he’s very happy and his initial tests are quite good.
It would be good for saving gas if it really works as I travel very far to work and I hate to give up my SUV.

If it were possible, or if it did any good, my guess is that–just for instance–Ford would be doing it.
Then Ford would crow its success in Superbowl ads. In fact, it would buy up all the Superbowl ad time, not caring at all about the cost, because…
…in a very short time Ford would be the only car maker still in business. After all, if Fords are running better and cheaper on the magical-mystery water injector, why would you buy any other car?
However, none of this has happened. Which really ought to tell us something.
This water-injection scam has been around for generations. Every now and then Popular Mechanics, or Consumer Reports, or somebody tests it yet again, and the test results are always the same: there’s a new one born every minute.

NO NO NO.
Your car will burn hydrogen, no problem. That’s an established and simple fact.
But it takes more energy to split the hydrogen out of the water, than you get back from the hydrogen when you burn it as fuel. A LOT more. So, you add load to your engine, and add fuel that is generated by that load but not enough. Net result = you burn more gasoline.
Don’t believe the hype. It’s total crap.
Try hypermiling. It’s easy and doesn’t cost a thing to get started. Go to Ecomodder.com and CleanMPG.com for ideas and tips on hypermiling and modifications to your car that really do work. I’m beating the EPA estimates by over 40% and haven’t spent a dime to change my car.

It’s not a simple conversion and it requires a lot of tinkering, but it is possible and it does work.
One thing you must be careful of, though, is that the engine will be handling hydrogen and oxygen in pure form, meaning there’s a chance of spontaneous explosion.
