His fuel consumption will be 0.7 x 0.6 or 0.42, so he saves 0.58 or 58%. I think that is the answer you are looking for, if you have two independent processes.
But you don’t have two independent processes, so mixing two fuels together in reality gets you only the average of the two. So your savings would be 35%
