If you only have this problem when at 1/4 tank, I am thinking more of the fuel pick up tube problem.
Or you are closer to empty then you think and with the weight of the boat, your pick up tube in the tank is sucking air.
Try keeping your tank near full.
i had a 95 model van that did this and that was wrong with it the gas gage was reading wrong and it was actually trying to run out of gas at 1/4 of a tank over the years the sending units can get off and cause this to happen, if it runs good as long as its got above a 1/4 tank in it i wouldn’t worry about it,its not the pump ,nor is it the converter, its pro baby the sending unit reading wrong in it or the strainer may be not be picking the gas up good enough,i seen one that the pick up tube was coming loose on and when it got low on gas all it was pulling was air, there’s no way to check this unless you drop the tank to see,if it were me id just keep it above a 1/4 tank and drive it,i did mine and it lasted for several years, good luck.
